The Whole World is Upside down

I read recently about a guy in Holland who was arrested for smoking in a cafe. His crime? He was smoking tobacco instead of marijuana. Apparently it is illegal to smoke regular cigarettes in Dutch coffee shops, but quite legal to smoke grass, which I understand is several times more carcinogenic.

Do the people responsible for this wierd reversal of common sense ralize how ridiculous it is? Are they at least embarassed by it?

Or are the lunatics really taking over?
